Meet the SERDC Staff


Executive Director: Will Sagar 

Will Sagar is Executive Director with the Southeast Recycling Development Council where his efforts include a specific focus upon the economic impact of the recycling industry.

Sagar graduated from the University of North Carolina with a double major on Economics and Mathematics. After selling the excavation business he built and operated for a decade, he was the Solid Waste Director for Transylvania County, NC for 16 years. While there he started the recycling program, built the first lined landfill in Western North Carolina; implemented a Pay As You Throw program, which applied utility pricing to waste collecting resulting in a doubling of the recycling program; established a permanent Household Hazardous Waste collection; and started an electronics recycling program. Later with Henderson County, he started electronics collection and created a county energy accounting system.

Will is a Past President of the Board of Directors the Carolina Recycling Association. He also chairs the Board of The Free Clinic of Transylvania County, which serves the medical needs of the uninsured.



Director of Outreach and Member Services: Jen Dabbs

Jen Dabbs is the Director of Outreach and Member Services. Her responsibilities will include updating the website, social media and newsletters, assisting with the SERDC Summit, retreats and webinars, and membership tracking and resources.

Jen comes to SERDC with more than 20 years of program management experience, having served 10 of those years as Program Director for two government and one non-profit Recycling and Litter Prevention Agencies. She has expertise in digital media, public relations and technical writing. She has a Bachelor's Degree in Environmental Science from Bowling Green State University and a Visual Communications Certificate from Sinclair Community College.

Jen is a master of reuse; restoring, and subsequently now living in, what was once a skeleton of a 1946 cottage. Over 80% of the project was completed with reused or recycled items, largely from Habitat for Humanity's ReStore. She spends any free time mountain biking, and also enjoys hiking, being outdoors and restoration projects.
